Court

Ricky M. Starr (43) of Gillespie, faces a Class four felony charge for domestic battery with a prior

conviction in Macoupin County, in that on Nov. 11, 2023, Starr knowingly caused bodily harm to

his girlfriend.

Alberto G. Sanchez (31) of Carlinville, committed a Class two felony charge for aggravated domestic

battery, in that on Nov. 10, 2023, Sanchez strangled his girlfriend by grabbing her throat, applying

pressure, and impeding her normal breathing. Sanchez will serve 60 days minimum in jail with four

years mandatory supervised release.

John A. Perkins (32) of Hettick, committed three counts of Class four felonies that all occurred on

Nov. 11, 2023 and was ticketed twice for disobeying two or more stop signs in rural Carlinville.

Count one’s felony charge is for aggravated fleeing and for the disobedience of two or more traffic

control devices, being that Perkins drove a 2003 Chevrolet Cavalier and wilfully failed or refused to

obey a visual or audible signal by a peace officer directing said driver to stop his vehicle. Counts two

and three are for the violation of an Order of Protection in Montgomery County after having been

served with notice of said Order of Protection. Perkins knowingly came within 500 feet of the

protected party and persistently followed said protected party while they were both traveling in

separate vehicles. Perkins will serve an enhanced sentence with four years mandatory supervised

release for the three felony charges. On Nov. 11, 2023, at 10:19 a.m., Perkins was driving said 2003

Chevrolet and was cited for disobeying a stop sign on Blackburn St. and N. Broad St.; then Perkins

was cited for disobeying a stop sign on N. Broad St. and Shad Road.

Karry M. Cassidy (59) of Litchfield, committed multiple charges: Count one occurred on Nov. 10,

2023, in that Cassidy, being a felon, committed the Class three felony offense of unlawful possession

of ammunition for a 9 mm, which carries a non-probationable two to ten year sentence. Counts two

and three occurred on Nov. 10, 2023, which is after Cassidy was served with notice of an emergency

Order of Protection issued on Oct. 10, 2023, by Macoupin County; and for domestic battery, being

that he struck his girlfriend’s head with his hand. On Nov. 11, 2023, at 2:30 a.m., Cassidy was

driving a 2002 Dodge Truck on 206 E. 1st S. St., of Mt. Olive, and was cited for fleeing or

attempting to elude a peace officer by vehicle, in that said defendant had visual identification of the

officer’s vehicle and refused to obey.

Robert E. McDaniels, Jr. (39) of Carlinville, committed a Class four felony charge for domestic

battery with a prior conviction in Macoupin County, in that on Nov. 8, 2023, McDaniels Jr. struck

his girlfriend in her face with his hand causing swelling. McDaniels, Jr. will serve an enhanced

sentence with four years mandatory supervised release.

John E. Sanders, Jr. (23) of Carlinville, faces a Class three felony charge for forgery with intent to

defraud that occurred on or about Nov. 8, 2023. Said defendant knowingly made then signed a

check of $200 that was purported to have been made and signed by another individual, and payable

to Sanders Jr.

Cassie L. Morgan (37) of Carlinville, faces a Class four felony charge that occurred on Nov. 2, 2023,

being criminal trespass to a residence. Morgan knowingly and without authority entered the

residence of another located on Anderson St. in Carlinville, knowing that one or more persons were

present.

Douglas R. Whitten (43) of Staunton, faces a charge for battery that occurred on Nov. 14, 2023,

where Whitten knowingly and without legal justification made physical contact of an insulting or

provoking nature to another individual.

DUI

Franklin M. Rivera Vasquez (22) of St. Louis, was cited for two counts of driving under the influence

with alcohol being a first or second offense and for a first offense of having a BAC of .08 or more. On

Nov. 4, 2023, at 9:46 p.m., Rivera Vasquez was driving a 2009 Dodge Truck southbound on

Interstate 55, when marked on the radar and then taken to the Township of Cahokia.
